Yes, you can put just 2 sets of brakes on just the rear 2 heads. Go to the following link and type in your CPL and it will tell you if there are brakes available.If you have an automatic, you will need a converter lock-up sender.

The filter inside the F/P filters from the inside out...backwards from all others. There is a little horseshoe shaped magnet inside the filter. Just use a flashlight to look and see if there's any metal on the magnet. That filter is only there to stop any debris generated by the fuel...
Check the suction tube for being hard/brittle. It sounds like it's taking air. If the regulator was stikcing, the pressure would still go up with engine RPM, it would just seem a little slower than normal. BTW, those pumps are completely rebuildable. Buy the parts and do it yourself. It's very easy.
