Unless when you get the MV (EDIT, registration not plates) you list what the ID will be, I have never done the MV registration thing, did not think about that o_O
The only problem I see is the registration number would be no use to LE or the state in case your vehicle was involved in an incident where someone copied the number or there was video and that is the number one reason we have licence plates , your quote does say serial number.

Any time you evacuate a system you should replace the receiver/dryer, when in use the descant gets coated with oil and it would take a very long time under vacuum to get all the moisture out of the receiver/dryer, it is very cheap insurance.

Look at the pages I referred you to, you can use a SMALL 24V test light OR your new trans light between the 12V positive and pin U on the TCM connector (page 140), then put a jumper from pin EDIT A to E on the J2 connector (page 60) and get the codes.
