Look in the parts manual. No washers shown there. I never put any washers on any flex-plates of the CUCV's I worked on. I have changed quite a few flex-plates.

The inner fender apron side near the frame/engine nor any part of the inner fender apron is frame mounted. The inner fender apron attaches to the outer fender inner structure and the cab floor assembly. You may have to drill holes to mount oil cooler lines. Not sure what you are referring to.

I avoid Wellmans like the plague. They have swelled is 2 days. And I have used 13 G AC Delco and they have lasted 15+ years. A few AC's have swelled but I never had them all swell like I did the Wellmans. Good Luck. Happy Holidays.
