"Made...?" Custom made, yes.... 10" wide, 2 pc (bolt together) out of HEMTT, FMTV, 900series 5ton, etc. All needing to be "recentered" to fit the 6 on 8.75" Deuce bolt pattern.

We are talking about a Deuce front winch, rated 10,000lbs @ 15 ft/minute, on bare drum. Normally it comes with 1/2" 19x6 wire rope; a 9/16" will also (barely) fit into the drum opening, but not a 5/8"!

I always found around +2º... (Pic w/ mesurements). And I think steering wouldn't return to center if caster angle was zero?

That "arcing" usually gets worse if the bat. voltage dropped too low (higher amperage)
Now, old and burned-out contact bolts & disk may cause that familiar "click-but-no-turn" condition but it is mainly NEW contacts that can literally weld together and even stay that way after power was...

Some have the spacers tack-welded in place, others have loose ones.

Why not first determine WHERE exactly it leaks...? Air up, get a spraybottle with soapy water and apply to all suspected areas, including the beads. Somewhere there will be bubbles growing...

In the diagram above, item "K" with the part no. 700287 is specified to be either an angular contact ball bearing #7309 or a barrel roller bearing #20309, according to this page: 3110-00-554-3929, 20309-1, 315129, 700287...
Jeff, the attached pics should help explain your observation. Although they are from a 10K winch, parts are pretty much the same type.
You should be able to rotate the drum by hand 50-60º, to one or the other direction, with the clutch lever engaged.

A lot are bent/trashed like your's but I've never seen a top plate with the corners cut out like that... Maybe an aftermarket creation? Does the dataplate still exist, with the manufacturer (or rebuilder)?
I'm sure you could sell a lot of the "conventional" ones if the price is right. Let me...

Yes, the channel is spot welded to the frame. It can be replaced but you need to fab or find a custom-made replacement and do all the metal work.... A good take-out (outer)frame will probably come out cheaper.
