Both of his pictured are showing the one half that slides on the splines INSIDE the PTO housing, controlled by the fork.
None of them seem to belong to the P-136-C TC PTO.

Glad you fixed it, at least temporarily... But don't forget Murphy: what can happen, will.....
If in doubt you can always measure how much that rod sticks out when in REVERSE; should be around 3-1/4". (See diagram)

I think it's explained here: "... I moved the transfer lever to neutral and it acts like it's in neutral, but in high or low it will always try to go into reverse."
That means to me that the tranny remains in REVERSE GEAR regardless of what position the shifter is in.

Jeff: the pics in that link are showing a 20x10" FMTV wheel.
Installing a 1/2" thick center plate behind the inner half's face is very well possible and would leave you with a backspace of almost 9", vs 8.4" when doing the same with a HEMTT wheel.

Now do yourself a favor and read the TMs. Then inspect every component and its function, especially the rope all the way to where it goes attached to the drum. Check if the end sticks in there in the correct direction!
Eventually replace that wire rope, it has seen better days....!

Looking at your pics nothing seems really out of place. Only thing is that that wire rope (+ chain) was wound-in the wrong way, that is UNDER the drum, with the PTO put- or left - in REVERSE! So, now you want to slowly un-spool it by shifting the PTO into LOW. But first put a good load on that...
