I need to thank whoever posted the old adage that, if you feel your Deuce is leaking too much, put a load of gravel into the bed and drive it hard for an hour. Then watch her stop leaking.

I stared at the picture of the engine compartment for over two minutes, expecting a visual of class 3 oil leakage coming from all orifices before I caught on that the leak was the puny little drippy copper line compression fitting. Your truck is practically dry compared to some I saw!

It's one of the reasons I did not put the toop seats, bows and cover back on. The Deuce looks a lot more menacing and substantial with the high sides and the cover. With the low sides and open it is as low-key as you can get with a tandem axle truck.
Ahhhh...that is some needed background. You have the decisive home advantage right there! I would lean towards the "replace engine" route simply because of the time and labour involved if all you have is you as "soldier A" to do the rebuild. For your situation, the repair makes complete sense.

Replace with original pump - you may find someone here on the site or turn to one of the usual vendors. They are high quality and priced accordingly.
Alternatively, install a 24V external lift pump (these are not submersible) - relatively cheap.
Another alternative are other 24V submersible...
If the turn signals still do not work after that, move on to the turn signal switch. The switch grounds to the steering column, so check that the bracket on the assembly or the worm clamp that holds everything to the steering column has a blank contact surface (you see what I mean when you look...
I second the flasher unit for the turn signals. Also ensure you have a good ground for it; ground attached to the fender and you may want to run a ground wire to the firewall.
That hydraulic cylinder looks heavy-duty! A very beefy setup. When you have the time, please post a series of pictures...
More details would be helpful. Do you hear the whine when the truck is sitting still, engine off, and you activate the accessory switch? If so, the in-tank fuel pump is a likely candidate. Is your truck equipped with a heater? The blower motor can become noisy, too. Does the sound only occur...
Good advice already. The elbow for the mushroom is actually a good thing; helps to keep rain and snow out.
Upper rad hose is an easy enough fix; I'd use it as an excuse for a coolant flush and do the lower rad hose at the same time as cheap insurance.
Just check it out carefully with the engine...
I notice that you go into things informed and with measured enthusiasm and do not appear to get carried away. Very admirable.
Hopefully, you get #4 running as well. As far as farm budget goes, getting one of these beasts functional is oftentimes less expensive than fixing up your average pickup...
