Maybe on the CUCV but not a HMMWV, they are MUCH larger than the civy starter which is basically a Delco "HI TORQUE" same as used on big block gassers.

The best I can suggest is get a pressure test kit, pressure up the system and use a mirror on a stick to look around and see where it is coming from, several possibilities.
I would say in FL it would be rare to have the fan not come on during a 70 mile jog.
The 28MT is a med duty starter, much lighter duty than the OEM starter, the 28MT is only rated to 6.5L so a little light for my taste.

Those trucks are no bargain, many of the ones in TX are stripped pretty good including radiators on many, I suspect they are bunching up the ones they could not get $3500 at regular auction and trying to get 5K for them.

BTW the temp switch should be closed at room temp, and open when it reaches around boiling point, removing the wire simulates the switch opening thus activating the fan.

It looks like you need #17, (EDIT and #16) although the parts diagram seems to show a rubber hose going to the caliper, hopefully someone can clarify.
