Isn't the A3 winch the same winch as an A2 with a hyd motor added? Shouldn't be too hard to find a hyd motor and fab up a mounting bracket and coupling.

It all depends on how good of job you want. If there are any rough places or height differences it will still be there after you paint. The plus side is that with a flat paint you won't be able to notice it unless it's really bad. If you go with a semi-gloss imperfections will show up more.
If the truck is at Ft. Campbell you will only be in TN while on base (all trucks have to enter through gate 7 which is in KY) so you won't have to worry about scales or anything in TN.
