I thought that was the dual powered hmmwv.
The tied down gizmo on the right rear fender was the connector for overhead electrical (OLE) into the catenary. Then, when you hit the field the generator took over. This would of course be the Top Secret electric powered hummer... With special...

There is an Upload Section for anybody to upload any TM's to. Then the Admins here will shuffle the uploads and/or commentary into the correct section.
I posted what you downloaded in that Uploads section (until they move it). Thanks for tracking down the manuals! If you want anything...

Original Upload by @hrbergeron (Thanks!)
It's a US/German made unit. Fischer-Panda has a US facility in Florida.
Spoke with them today, their service tech will call me tomorrow. They said there is only one service staff member still around that knows how to work on the unit because it is 20...

Welcome to the Outfit!
Got a section here for the Technical Manuals (TM's). Don't hesitate to pull down the books for your truck. There is a pretty simple "-10" that is the Operators Manual, then there are others as well. Having access to the parts books might help you fix a lot of things...

Link below is for the show in case you haven't seen...

Might also be useful to look at the fuse box in front...

Not my part. I found the picture of how it was used.
@MarkM said he has one in Post #8 above.
Guessing it might be a foot long? Just a guess.
Wonder if that would be enough length to solve the problem?

Hate to admit that I know nearly nothing - but I did save a picture from a 2014 post from @MWMULES .
This is how it is installed.
Thinking though... Is your lunette ring bolted on? If so, I know for sure on my M989a1 there is an extension bolted on.

Seems that I read on here somewhere that there was a rash of that problem. Using NOS rubber that had maybe been in a warehouse that wasn't air conditioned maybe. Plain old deterioration. Seems like somebody in the "Big 3" had the problem. Having done it once and having almost the same...
