You'll want to switch the power to the buck converter to turn the LEDs on and off. That way the idle current drain of the buck converter won't draw down your batteries when the LEDs are off.
Possibly the fuel rack is stuck in the Stop position. Have had that issue a few times with my 802. Seemed to be due to one of the IP pins jumping out of the rack causing it to not move or a gummed up IP.

Selecting a current limiting resistors resistance and wattage is dependent upon:
- DC voltage source
- Forward Voltage drop of the LED
- LED current specification
Some LED assemblies have a current limiting resistor built in, other do not.
