    Sounds like the 3 lever switch is defective. That is assuming your wiring is not hacked up. On the headlights, verify if the bulbs are good before other diagnostics.

    Take a look at the schematic and correct me if I am wrong. The only circuit specific to the MD3070 is the "N" solenoid, and per the hydraulic schematic, it controls a valve and not a locking collar.

    The interaxle differential mentioned by snotrack is actuated hydraulically, there is a special solenoid for it.

    Very true. If you're not made of money you can make your own in a few evenings. Erik's Surplus has the wire, original style Douglas and newer rubber type if originality is not that important to you.

    For sure you need to replace it. That harness is 65 years old and could result in a fire if there is a short circuit.
