Needs a kit. Make sure you probe out all the drilled passages throughout the body. I suspect one of the diaphragms in the lower body is stuck or punctured.
Welcome Sapphire, the rims have a beadlock inside which makes it impossible to remove the tires in the way most tire folks are familiar. Get a deep socket for your impact wrench and you will figure it out.

Check your CB21 breaker in the PDP and the K1 relay. Swap with different positions. Check that oil pressure switch near the solenoid has continuity when engine is not running. Follow the troubleshooting sequence for "engine does not crank" in TM9-2320-365-20-1.

The OA331 should do better than that, but is a dog on hills. Give her a tune up and filter/oil change and see if there is an improvement. You can install the overdrive transmission from the multifuel, but that just makes the top end worse.
