When you are running a diesel "hot" (fuel turned way up) you have to back off the throttle when you are in a hard pull....especially when you are loaded.....you will literally melt the engine down if you don't.

Can't speak for GA but in AL all utilty trailers have to be tagged.
If it is a single axle trailer you do not have to have a title...just a bill of sale or proof that it was home built. If home built you have to stamp a serial number into the frame.
