Those cage bolts are what pull that big monster spring "into the cage". Or maybe the caged position.
Insert the proper cage bolts,
turn the bolts 90 degrees to fit the "pocket" they fit in,
snug the cage bolts with a 3/4 inch wrench until they don't turn any more.

I'm definitely not an engineer, but the one I used to work for claimed "flat washers only" no lock washers - ever.
A lot of the things I built for him are still around.
Found some old blueprints with a sub-note on each page "no lock washers"

At one point in time DeWalt bits were made out of good steel. That is pretty crummy.
Used to be that cheap bits were crummy and HF wasn't ever the place to go.

A fairly hard thump directly on the steel of the shoe broke it loose.
Went to the intermediate axle, same action - took only one hit.

For whatever it is worth:
The rear two chambers on the right rear axle (both chambers) "creaked and popped" just a little as they were caged.
Intermediate Axle is also caged - both chambers. (no creaking and popping)
NOTHING changed at all.

M1088 sat for two weeks. Rained a few times. May have nothing to do with it...
Both wheels on the right (passenger side) will not release. Forward, Backward, Tires will not roll.
Right front DOES roll (works fine).

Neat Tool for installing the lock is about $10. There are better and there are really flimsy ones too.
No such thing as "too much slickum" when you try to install it.
