If you haven’t you might want to check and make sure you have power to your fuel shut off solenoid, sounds like you may not have power there if it had been running ok. Maybe an ignition switch problem??
Yes the linkage is adjustable slightly, with the governor off and the truck at idle you should have just a slight amount of free travel before the governor starts to actuate the throttle. I did have one other thought if the linkage is not be the problem, I would disconnect the ramp generator...
Are you using the gauge to check it or an external meter? I would verify the truck gauge with a multi-meter. Also do you notice an engine rpm difference as you adjust it? In other words is the adjustment screw doing anything? I would also check fur the governor linkage binding, if it is...

I just installed a autozone core, and it worked fine. I did have to grind the strap a little to clear the lines good. Make sure it is ordered for a vehicle without A/C :) It was also made of aluminum but it was the same size.
