Back when I got mine off eBay, they could barely give them away. I think I paid like $40/ea, and shipping was free or cheap. I haven't seen them in a while, though.
Are there more than one style of the CTIS wheel valve housings? I know there are a few versions of the hoses, but does the valve body change too? Is there only one set of internal replacement parts (e.g. diaphram, seat, spring, etc.)?
And you're giving us a glimpse of "typical mechanic underthinking". The irony is that because you don't want to think about it very hard, you're not even imagining that there is any good reason engineers would make these seal drivers, and you assume it must just be that they were bored and made...
The seal drivers are nice, and help the job go smoother, with less chance of messing up the seals. Most of the strong opinions against things being over-engineered come from not understanding why it was done.

4.8 x 19mm sounds like an odd size. Is that a conversion for an imperial size? That works out to 0.189" x 0.748". A #10 screw is 0.190" diameter, so it seems like it's probably #10 x 3/4"L.

I like the idea. I don't think there are any dimensionally accurate drawings of the bed available. I don't know what tolerance the bed is constructed to either, but it's probably not too tight (e.g. one bed to the next may vary 1/8" between the post holes?).

Most likely your driveshafts are not balanced. Read the document here in my signature, for a ton of information about it, including links to old posts. I had the same thing happen to me, and had to replace the engine.
It's not that the system is inefficient, it's just inefficient for how you want to use it. If you were a military, ordering enough of these to support their 100,000 FMTVs, it works as designed.
