So why not just find out who the email is from and show them the relevant info regarding FMVSS and the Military standards? Heck if nothing else take a print out showing FMVSS not relevant for vehicles over 25 years old.

It isn't that they don't know. They don't care. They want all the big Green scary trucks off the road. Educating them won't solve this.

The selling of military surplus has been going on for mmm years. At least from my knowledge early 1900's, considering firearms and many other things. Now there is a reciprocity agreement on many but not all things. The States have to abide by the Federal Constitution for many things, I will pick the 5th and 14 amendments, though I will not disanimate.

Inside of the state that you reside, the laws may be defined differently than other states. But the other state has the right to write, define the laws as they want. That is why attorneys will have their trials moved to a more client friendly State if they can.

In the atmosphere of endless litigation lawsuits, many entities now have to protect themselves by stating that "Johnny Bob" cannot use the surplus knife for cutting in the "State of Denial" because of the need that someone will sue because they cut themselves with the surplus knife sold by the "chain of custody". Which means that the lawsuit will include everybody, entity because someone cut themselves in the "State of Denial" and include the "chain of custody".

What a crock that because of some lawsuit, phobia, settlement, or it doesn't comply with some goofy pollution law, California, that all the other good decent law abiding people can not acquire and use the surplus equipment for whatever they like.

Just imagine that the Army cannot use their 5 ton in California because it doesn't comply with their pollution control format. OK California you are on your own. That is what we are getting to but that is the States right.

Straight from DMV - Motor vehicles manufactured LESS than 25 or more model years ago are subject to the federal motor vehicle safety requirements and cannot be titled or registered in Virginia without proof of conformity with the federal motor vehicle safety requirements.

a 1986 is 32 years old.... this is ridiculous...

I had to go look for this. It is actually on the Virginia DMV webpage. There is no way they can legally refuse you I don't believe. (as long as its over 25 years old)

That would really suck for my 1997 M35A3. But would it pass an inspection to the new vehicle standards? Cat 3116....maybe??

I am assuming the problem here is even though these vehicles are over 25 years old, they were made after 1967 when the FMVSS regulations were implemented. What makes no sense, is that there are plenty of pre-67' antique vehicles that don't require FMVSS on the road that are titled and tagged....

If failing the FMVSSs is part of an annual vehicle inspection, humvees should be allowed to be registered as an antique as you say, over 25 years old and not require the inspection....

It looks like HB 1323 has passed through senate and the Governor has until April 9 midnight to make a decision. Unfortunately, even if it does not pass, the DMV won't even antique title or tag these vehicles. Have any of you who own Humvees or Deuces been notified by DMV that you will not be able to re-register for on road? I asked them several questions by email which they answered, but this question was in my last email and they have yet to respond. I went ahead and emailed the Governor and explained a lot of our concerns here. I suggest all of you from Virginia do the same.

Ok, so I am looking at the pdf summary of the bill and subsection 46.2-730.1, F states " F. No military surplus motor vehicle shall be registered as an antique vehicle pursuant to § 46.2-730."

So pursuant means "in accordance with", right? So, what are they saying here? It seems the rest of subsection 46.2-730.1 A-E, is telling how the vehicles are registered and the restrictions, then F says you can't register them. Maybe I am reading it wrong.

All vehicles that fit the definition of a "former surplus military vehicle" or whatever they said MUST register as such. They are not eligible for registration as Antiques.

Looks like anyone in Virginia will have to have a military vehicle licensed before Jan. 1,2019, in order to be grandfathered in for regular plates. Then once that vehicle is sold in VA it can never have regular plates again.

Anyone sitting on the sideline wanting Military Vehicle only has a limited time to get one.

Unless it’s a humvee, can’t get regular plates as is... been to s couple DMV’s.
