This is getting complicated. If you let the air out of the other tires then you'll have more flats to change. Sounds like a vicious circle.
Would just get a 10 ton bottle jack, couple pieces to 2x6 cut 10" long, a jack stand, and a 1" impact.
The whole situation upsets me very deeply. I just hope they don't cut funding to my project or I'll be looking for work. Not a single project has my company been worried about funds till now. Word is there going to pull out the rug under contractors.

You should really jack the front axle of the ground and adjust the steering. Could be a combination of small things go though the front axle and work up to the steering box.
