    Is this the stock 24v - 12v resistor that sits on the firewall, or an actual voltage converter? If it is an actual 24v to 12v converter, what are its specs? The glow plugs draw quite a bit of current, and perhaps the convert can't handle the load? Please post pictures of your setup!

    Test it and see. There are two relays next to each other, perhaps the wrong one was replaced? Just be careful pulling out the meter, as it is hot with 24v at all times. Best to disconnect the batteries while pulling it, then reconnect for testing.

    Replace the short section of fuel line at the return check valve on the top of the IP with a clear piece of fuel line. Then you can see if you are getting air in the lines.     Fully charge the batteries, and then have them load tested. If the batteries aren't up to par, that may have led to the starter needing to be rebuilt the first time.

    If you suspect the heads, you can either buy a kit, or take it to a shop and sniff the radiator for exhaust gasses. A shop could probably do a pressure test to see if the pressure is indeed too high.
