John your a smart guy. Grab the TM and look for an applicable section
and diagnosis it for sure. Personally I would rather wrench on my own
truck instead someone else. If it is a T/C I think I saw some on GL NOW.
Find member "Driller Surplus" I believe he has one and maybe he can
offer up...
Buy a handheld glass bead blaster that runs on shop air.
You will be done in minutes, blow the beads off and hit w/ primer
and repeat till all rust is gone. Easy.

It's amazing how different people see different things. I only
ever suspected the rims as Aluminum. You can probably pull
a wheel, de-tire it and bring it to a soda or media blaster to
remove the CARC. Not glass beads or sand, but...

those data plates on the truck. Do not expect him to go look at the
pics and harvest...
First impressions says it looks pretty clean. Overall not a bad deal, IMO, if no issues.

45 minutes to drive to Fontana from my house.
1 hour minimum to eyeball truck plus wrenches to pull all axle & TC plugs to check if it has oil in...
