If it is not seen or barely visible on the frame it is probably due to several layers of paint plus OE primer. Perhaps hit that area w/ a conditioning pad or a hand held media blaster and watch it appear.

I think there is more going on than meets the eyes here. If the DOD is even remotely concerned about a possible conflict they would be WISE to hold on to many of these trucks. If you go to GL and do a search for TRUCK in ALL stes you will see the pickens are VERY SLIM. It only makes sense.
