not without some wheel spacers. Usually a 2" wheel spacer is used. Some people get away with no spacers, but when I tried it on mine it was rubbing hard against the parking brake cable.

it looks like the M416A1 had the surge brakes (I checked the TM for that), and if the internet is to believed then they started production in 1978.
The regular M416 (not the A1 version) just has the parking brake.
It should be pretty obvious looking at the trailer tongue whether it has surge...

First thing I would recommend you do is get the batteries tested to make sure they aren't failing. Always a good idea to check out the batteries any time you are troubleshooting electrical.

oddly enough, my M1123 from Yermo had the duckbill drain valve on the air filter housing rather than the solid one for fording. So it could go either way.
Still, it's probably a good idea to have the driver cover it before they drive up here. Tape should work as long as the surface is clean...
I think the 20 bolt are an aluminum 20 inch wheel, in 17 inch as opposed to 16.5.

the valve you unbolted is the pop off valve. once it reaches the pressure on the valve it will spill out/blow off any excess, to keep from blowing things up. If you unbolted it I would expect air to come out the hole with the compressor running.

the HHT also gives more headroom. Not usually an issue in these trucks, but sometimes it's nice, or it gives room up above your head to install more stuff like stereo or camera system displays or whatnot.
I think the thought that was somehow the power would go from the negative of the first battery and use the 12V stuff for the electrical to find it's way back to the positive side of that battery.
