Interesting, as the rear ones I have seen do not have solenoids at the winch but there is a block for them by the windshield washer bottle/Cadillac valve.

Whack the solenoid and the back of the starter by the brushes and see if it makes a difference. Sometimes the brushes can stick when worn and you can get it to release and start.
The solenoid is widely available but if you go that route I would replace starter.
