There are 5 things that contribute to top speed:
Max engine RPM
Transmission top gear ratio
Axle ratio
Transfer case ratio
Tire height (outside diameter)
This is all assuming the engine has enough power to reach max governed RPM under load.

Looks like they run a front mount charge air cooler, Bosch P-pump, and exhaust brake. Also has the civilian spin on engine coolant filter. Engine is probably 300hp as a guess configured like that.
Fuel should likely exit anytime the pressure exceeds the overflow valve spring pressure. This is the squeak you hear when pushing the primer on a non-running engine.
