Okay if you need to switch to all hydraulic I would do like Red said and mount your pump on the frame and then plumb everything like a M936 you might even want to look at getting a complete 936 body.

The problem with that load was the balancing the center of mass was on the tailgate, bad loading. The center of mass should always be over or slightly forward of the axle. They will handle more than 3000 lbs but it is not good for it.

Red try backing off the nut on the cable, it sounds like it is to tight. It needs enough slack to not catch until the handle is near the breakover point, I am not trying to talk down just give a little help.

Might try replacing the cable it could be the problem also. When useful it is a good system.
The micro line lock can be re worked with new parts.

Okay first please don't trust the micro line brake without the hand brake, I have seen many leak down or just not work.

Okay guys y'all do know that the 939 series uses a mechanical and air brake emergency brake handle? Or you can just leave the original mechanical brake and add the air buttons like a standard big rig.

Gas I don't know all mine are diesel, diesel hasn't bothered mine that I can tell, DOT 3 is bad news for any paint and isn't normally on military vehicles DOT 5 should not hurt it.

Okay wcu I believe that the difference in engine speed is going to be the transmission not pump related. I also thought you were getting rid of the keyed sleeve and housing for a longer and less angled shaft. But I like what you have so far.
