That little tube allows a 1in ID hose to be connected and run to the air compressor intake, if desired. Often capped off because without said hose attached it interferes with choking the air intake with a board in case of an engine runaway.
2nd high in mine goes in best when rolling very slowly. It often hangs when stopped, requiring multiple pressing-releasing of the clutch until it slides in and if rolling faster than walking speed it definitely needs a blip of the throttle before it will slide in.
I can see why you would find that service crane attractive. For max. load, straight out, it has an edge.
For practicality, a knuckleboom is hard to beat. The bendy bits are just super useful in tighter spaces. Also, close in, loading and unloading yourself, the bendy crane is where it's at.

These days 2500 for a running, driving and kinda stopping Deuce is very very reasonable. Clearly, you are buying a project and can budget approximately the purchase price or close to it in parts to get her truly safe and roadworthy. It's a bonus when, as you methodically check the systems over...
That's all nice and stuff, but the MAIN thing is that the CAT approved!
Seriously, this seems to be coming together nicely and looks sharp.

It seems the jw speaker lights, heated, are the gold standard.
I, too had bad experiences with Trucklite and it may be that the design or quality itself is sub par or that unscrupulous vendors sell batches of lights made for but rejected by the military.
I decided to keep more of my money...
I have seen 85W140 recommended for the axles to reduce the likelihood of leaks. I am not sure it would be great in the Spicer transmission when the temperatures dip. The manufacturer of said transmission recommended 30 or 40 weight engine oil which translates well to 80/90 gear oil. I do not...
You can't know until you check. A new OEM head with valves is still available and a lot cheaper than a new motor. If you just need a new valve, I got some clean spares. Pushrods and tappets are readily available.

Pages 1-18 and1-21 have the drawings for the governor. I suspect that the engine can overspeed if the fuel control rod is incorrectly installed and won't move.
As for the dead hole: Not saying you ought to do it that way, but I put on...
As for the air pressure activated brake light switch, the NAPA run-of-the-mill cheapies work fine as well. You may have to make two short connector cables because the civilian switches tend to have two clamps only, but that's about it. Opening pressure is about 6 psi on the air switch.

I route mine over and behind the front axle. The reasoning is that I want to keep the hose away from the spinning top loader pinion yoke, don't want the top of the axle slobbered on and don't want to see the hose from the front. I used a corrugated 1in discharge hose for a sump pump.
