I welded on my bumper extentions with 6010 and 7018 towed up to 35 k with it you shouldn't have to worry about the frame just butting to it, proper welding would have to be done when welding forward of the rear spring mound or aft of the front spring mount.

Those have 92 series ddaciiii engines I would bet they are speed limited electronically my experience though is the 92 will only top out around 2125 with out doing internal damage to the engine, but because its a 2 stroke engine it sounds like its turning 4 k.

if you want flex get rid of the short springs leave the longer ones in, generally spacers in the front aren't recommended I have seen some commercial rigs set up that way from the factory.
what makes the lmtv springs work is the length. the 5 ton springs are stacked up short and tight removing a few of the shorter springs in the pack would improve your ride, but to maintain ride hight you would have to add spacers or lengthon the hangers.

Take a look at the fuel return banjo bolt, there is a little screen and check ball in them. If something has plugged or restricted it there, you wont fill the pump, and the engine will act as if its starving for fuel.
I would check to see if you are getting 24 volts to the switch wire on the solenoid it kind of sounds like the disc isn't making contact with the high amp contacts. If you have 24 volts at the switch terminal and at the battery terminal I would put my money on a bad starter.
