the legal issue is once modified not dot approved. Pretty much a label/certification they loose. because of the rock ring, they look like they have bolt on bead locks which are not legal so they drew a lot of attention. Without the rock ring it may be different and it is different in all states.

permatex is a gasket sealer but I don't think it is used on head gaskets. Head gaskets normally go on dry. The spray on the gasket could have caused a failure. I could be wrong but I hope I am right for your sake since those were brand new heads. Rich

the cracks are just in the cover. it should be ok if you are not installing the support rods that connect to the cover. IF you want to add the support rods then I would get a new cover. that one wont last long with the supports added.
