I had the same issue with my starter. the Bendix will stay engaged if the motor does not fire. it does not hurt anything. it is just already engaged when you try to start it the next time.
once the motor fires, the Bendix will retract.

the small wire you are holding looks like it goes to oil pressure sending unit which is down between engine and fire wall. wire plugs into the top of it. looks like your connector might be broken.

because of the rock ring, they look like they have bolt on bead locks which are not legal so they drew a lot of attention.
Without the rock ring it may be different and it is different in all states.

new rebuilt starter turns it fast.
permatex is a gasket sealer but I don't think it is used on head gaskets. Head gaskets normally go on dry.
The spray on the gasket could have caused a failure.
I could be wrong but I hope I am right for your sake since those were brand new heads.

yes it has been a case of everything going wrong. I picked up my new flex plate from Oriley's today and had it back to the store in about an hour. The bolt holes were not drilled right. I could only get 4 of the 6 bolts in at the crank. Two of them did not line up.

the cracks are just in the cover. it should be ok if you are not installing the support rods that connect to the cover. IF you want to add the support rods then I would get a new cover. that one wont last long with the supports added.
I pulled the motor and got it on the stand where I can turn it over and see what is going on. My new flex plate is out of round. it wobbles up and down by 1/8 inch and also wobbles in and out by 1/8 inch. never going to get the starter to shim correctly with that much movement.
