These look like its the same turret as a Hmmwv would have on a hardtop except the coupla / shield
There are 900 series 5 tons that use a flat turret plate which accepts Hmmwv turret top parts.

There is none that mount to door hinge on a Hmmwv.
Windshield frame were they mouint.
Some later W/S frames had 3 rivnuts on left side for choice of location.
The original is dual purpose.....oil cooling connects on left, and trans cooling on right.
I don't think there's an aftermarket one out there.
There's a new one listed on fleebay for $ 395, but its not for a hmmwv, or H1.
1998 would have a different park brake handle [ with a button ], and steering wheel would be the thicker black one.
And if a real 1998, it would be a 4L80E truck, not a 3L80 truck.

You probably need another dual switch.
The brake switch in that dual assembly do go bad.....had many.
If you have to adjust it past the factory settings...its probably bad.
Take switch off....remove the screw and spacer to the two levers, and check brake switch.....S/B spring loaded and travel...
The 3L80 shifter....neutral switch hole needs no bushing.....the reverse switch does.
If you use a neutral switch as a reverse switch....still needs a bushing.
The 4L80e shifter uses an aluminum block to hold both switches.
