I don't have the manual in front of me. If it was me working on the truck this is what I would do.
1 Remove glow plugs and physically test each one to verify they work.
2 by pass the resistor and feed the top of the relay to 12v positive front battery.
if your voltage is not dropping down...
I think you are in same boat as a couple of us. "town trucks" sounds like you need to start from scratch and get a new harness. That's what I had to do. Also if you put on your hazards do they work like they should? What about turn signals do they work as they should?
WOW tell us what you really think..... I'll add my 2cents They are the best trucks i have ever had. And i have had a crappy powerstroke. I would rather have 20 cucv's. Im with NDT find one that is rust free even if it is a non runner.
I would start probing around and make sure you have good grounds and power where they should be. Sorry not that much of help. Are you getting power in the fuse panel?
