There is no adjustment between truck and trailer brakes other than your foot. You could probably climb under and adjust one set tighter than the other, but I don't think it is an issue at all...

Try bypassing it. If they work and go back in correctly, then your airpack is at fault. I wouldn't drive very far or fast without the airpack though, as it takes quite a bit of foot pressure to stop one even unloaded.

Honestly for just a few more dollars than the diaphragm, you can buy a whole take out unit from several sources. I took one apart once and I don't want to ever have to do it again. It was like working on something with a cobra right there coiled and ready to bite.
When I pulled the cylinder out of mine, I pulled the boom out first. you would have to have the outer boom out at least a few feet to get to the pin to release the cylinder, so you couldn't pull the cylinder without having the boom out and supported some way.
