The anti seize they are talking about is tfe thread paste, if you use tape you risk not grounding the sensor. uncle sam some times has misleading nomenclatures.

I would look strongly at the switch sounds like a burnt contact. There are other causes but your most likely problem would originate from where you have moving parts.

as for covering your radiator you realize your atfter cooler will be defeated if you want it to warm up install cat part number 119-3075 cat calls it a regulator but it's your thermostat

one thing to remember you can ruin your machined aluminum surfaces if you use a powered wire brush to clean them, I like to use a razor blade and scotch brite you can also drag a file across the surface and see if its still flat I would just about guess you don't have a flat surface any more.

If you clean up the bores with sand paper and use anti sieze you can usually push them by hand, or tap them with a hammer, worst case you can push them with a jack again but push on the caps this time.

the 3116 in the a-3 is not the same engine it is the low hp model you can only safely get about 200 hp out of it and than life will be severely shortened like the 160 hp 12 valve cummins the 170 3116 has a lighter rotating assy that wont take the abuse of lots of fuel and timing,
