I would suggest changing fuel filters first, you should have a series 60 Detroit in it, they are a pretty reliable engine you may have to have someone with dedac plug into it and look into the electronic controls, see if its derating for some reason,
I have the whole kit to do all cat engines, but you can just get the one for the 3116 from your cat dealer, its a bolt with a spring loaded tip that will drop in a hole in the flywheel when you hit tdc.
The valve lash is a simple thing to do don't touch the injector rockers with out the fuel system kit. My cat guy says the valve adjustment interval is 100k so if you want peace of mind maybe get a feeler gauge set and check it.

The old oem black made by gm was pretty good stuff, always seemed to be a bit stiffer than the commercial available silicone sealers. the best stuffi have used is the gm duramax grey silicone you do have to use a razorblade to get it off.

If your starter is dragging look at the batterys, or starter, a gear reduction starter is a good upgrade. If your motor isn't sinning fast enough it wont build the heat to start.
