If they are banning your (type of) vehicle..then, what are the regulations for ANY (type of) 4x4.
A Chevy cheyan or dodge Dakota can be (ex) military..are they all banned as well? Anything is off-road 'capable' in my mind..you don't have to be rock climbing! (on a beach!)
Sound like something is loose in the suspension, If there is vibration when the brakes are applied, then logically there is a loose or broken component in the braking system, (shocks? disc pads/ mountings?..even the driveline) somewhere in that region)

I have always liked the recovery versions of these vehicles. They are neat and functional looking and also useful to have and use around the place as well.

Well if all is working inside the engine and you have not removed or released compressions, then it will be 'tight' as each piston comes up on compressions. I would take off the heads and replace those gaskets, and really check the timing properly. (you are 'worrying about a bent rod') but...
