An unbalanced wheel/tire acts like a pendulum and if your home-made "balancer"-hub runs on ball bearings (like this one...) you will quickly find the "heavy" spot and be able to detect and compensate an unbalance of as little as 1 ounce, @ 10 inches from center.

Remove everything attached to the shift shaft?: YES; remove the shift shaft?: NO, you really can't... without pulling the whole PTO-unit.
Just pry the old seals out, clean/ inspect surfaces and install the new ones. Careful, the shaft material is soft steel - not hardened.
