Are you sure they are turned off? the air valve is opposite of righty tighty if I remember correctly...
if it is off, there could be a seal in the valve that only lets go when the pressure builds up high enough, then just replace the valve

Check the grounds to the tanks- and then check the power to the gauge. Then the switch. Then if all that is good, you've got a bad gauge. Those are what's likely to fail, in the easiest to do order.

The glowplugs don't work on the m1008 hyrail truck- I just barely mist it in the intake and crank. If I crank it for about 3-4min straight it will start without help.
