Remove the lower TC cover/access plate and make sure all bolts attaching the flywheel/flex plate to the TC are tight. You have to rotate the engine to get access to all. Use paint pen to mark the ones you have torqued.

As far as the increased intake resistance, it is nil. The losses from minor skin friction (corrugated tube roughness factor) is more than offset by temperature reduction of the intake air. Plus the noise reduction.

Unless he charged the capacitors to far over the combined battery voltage, reconnection will not cause any current.
That spark you saw was from the capacitors installed between the positive and negative to suppress radio frequencies. When you disconnected the batteries, the capacitors discharged. When connected, the spark was due to charging. Completely normal.

There is no calibration of reed type frequency meters. They function like tuning forks so there might be a tiny bit of drift associated with temperature changes, this would be a percent or two over a -40 to 120 F anticipated temperature range.
