I am not an expert on these, as I do not own one (yet), this is not a military or civilian version thing, but instead is a matter of the military version being compared to the wrong civilian model. As civilian models were built with both 3.25 and 3.5 inch pistons, the 3.5 inch 2 cylinder...
They are not exactlyDJB's/ DJC's instead the MEP-002a is a bored out version of the DJB, I think 3.5 inch bore instead of the 3.25 of the DJB, Onan would call it a DJE on the civilian market, The MEP-003a would be a bored out DJC, which would be called an DJF if they had ever offered it on the...
I have checked my MEP 701a with a sound level meter a year or two ago, I don't recall the exact reading, but can check it again, but it may be a few days as I am recovering from surgery at the moment. I do recall it was identical to my Sears push mower (I think it is a 4HP, bought the last year...
I also have a MEP-701a (MEP-016b in ASK housing), it easily starts with no preheating down to about 30 degrees F, it does tend to give a few puffs of black smoke for the first few seconds after starting, but clears up in 10-20 seconds. Mine shows about 900 hours on the clock.

Note, most generator makers, suggest only using stranded copper wire for connection to the generator itself due to issues with vibration induced cracking.

I assume you mean you have NM-B Romex, if so it is only rated for use in dry locations (generally indoors), buried conduit is considered a wet location due to potential for condensation, etc. Doubling conductors is addressed by the NEC, they even have de-rating charts for it, however I think...
If the MEP-004 has a mechanical engine driven fuel pump the rubber diaphragm in it may be bad allowing Diesel to get into the oil. This is not a good thing as it breaks down the ability of the oil to lubricate properly. (The same thing can happen with the seals on some diesel injection pumps...
Looks good to me, remember to add fuses to it, and you will probably have to make provisions for the MEP field flash circuit (diode, etc) some talk of this issue is going on over on Smokstak now.

My guess is MEP-016b mounted in some special trailer ASK housing similar to the MEP-701a, this is not a 701a housing, section over the fuel tank where the end of the housing is missing is angled and removable on the MEP-701a. (MEP-701a is a redone MEP-016b in a special ASK housing, was a depot...
It may just be lightly seized from moisture exposure, I bought a 30KW John Deere diesel powered generator off GL a few years ago turns out it was stored outdoors with just a trash bag (rotted away) over the exhaust, engine was seized and I drained over a gallon of water from the oil pan...
You will likely have to adjust the mechanical governor stop screw, in general when an electronic governor is added to a generator with a mechanical governor injection pump, the mechanical governor is set for a slower speed than the minimum droop of the electronic governor (say something like 54...
Just how small is this trailer? Having said that I don't think stacking would be a smart idea, too much stuff on the top of the MEP-002 is easy to crush and I really don't see the MEP-016 frame supporting the nearly thousand pound weight of the MEP-002.

p.s. Derf I think the MEP-016d...
Generator prices tend to vary with location and time of year, here on the Gulf coast prices are always higher during hurricane season, the more active the season and the more immediate the threat the higher the price. In the northern states it is much the same, but for winter, and not sure...
Like they said, these share a lot of parts, one is built on the Onan DJB block the other on the Onan DJC block. Keep in mind the ratings are ultra conservative, and designed to output full power 24/7/365.
