Make sure the battery terminals and posts are clean and tight. Definitely charge the batteries fully before doing anything else. If you don't have a 24V charger, you can charge each battery separately. Don't try to short across any terminals unless you are absolutely familiar with the wiring...

The last time I bought it on Ebay. I bought 6 gallons of military surplus. There is almost always bulk military surplus DOT 5 on Ebay or MV parts suppliers. Don't buy DOT 5.1 as it is totally different from DOT 5. The time before that I bought two gallons at the Georgia Rally.

Assuming it has oil in it, you might want to start it up before changing the oil to get the oil warm so that it will drain better. Or, drain the oil, fill it up, run it until warm and then change the oil a second time along with the filter.

That is not a filter. It is an indicator that will tell you when your air filter needs to be replaced. It normally shows green. When the resistance to air flow through the air filter exceeds a certain limit the indicator shows red.
