Yes, it will turn on two separate circuits, SPDT type, although it has 4 connections, only 3 are used. It is used to turn on the left or right fuel tank pump in some applications (xm757).

I agree with Dave. Off hand, I'd say that your starting system is still okay, the starter relay probably never even energized. Look for a short behind the dash, check wire #27, which also goes to the batt/gen gauge.

The deuce has a vacuum gauge for this purpose, look to the left of your steering wheel, when the red is showing in the "window" you have an indication of "vacuum", full red is about 20 inches of water IIRC.
