Did you clean the fuel filters on the fuel pumps? White smoke from a diesel is an indication of lack of fuel. The fuel pump filters on my 003A were highly varnished up and had crud in them.

The original A2 VIN should be there. However, you are going to need to convince the State of California to not only change the year of manufacture, but also the model and VIN numbers on an existing title. I doubt you will have luck with that. I'd leave it titled as a 99 A3 if it was me...

I would loosen the lines to the injectors again and make sure you are getting fuel to the injectors. It's possible that you have a leak in the fuel intake to the IP and you now have air in the lines. If you use a shot of ether, make certain that the glow plugs / heater are cold.
In the -12 manual there is a specific warning about not idling the engine. Why would the military put this warning in place if it wasn't true?

Why would there be any difference between charging two 12 volt batteries in series or each 12 volt battery separately? In both cases, each individual cell is being charged in series with other cells. I'm not saying you are wrong, I just don't understand why there would be a difference.

Your suggestion has a lot of merit. DOT 5 is expensive in parts stores, but if one looks around, NOS DOT 5 can be found for a reasonble price. DOT 5 is far superior to DOT 3.
