Are you sure the solenoid is going all the way? Make sure the solenoid and linkage are completely clean. I sprayed carburettor cleaner on mine when it was sticking. I still sometimes have to manually pull on the linkage if it sticks.

Just because the NOS pump from TNJ Murray quit on you, don't assume it is a bad pump because your old pump was bad previously. Troubleshoot the problem and confirm that it is indeed a bad pump. It could also be a bad fuse, loose connection, etc.
It looks like you have a heater from your avatar. Make sure the heater blowre switch is off as the heater is not powered through the master. Otherwise, do as others have suggested. You have a current draw and you need to isolate it circuit by circuit.
Caveats on the CTIS being operated in cold weather.
1. The CTIS should never be used below +20 F. and the ECU should be turned off.

Undo the bolt and tap the side of the housing with a small block of wood or hammer handle. Don't hit it so that you dent the housing. It will pop loose.
