This is legit. HMMWVs won't start unless the transmission is fully in Neutral, or at least aren't supposed to. Your indications makes me thing of this issue.

does the trans ECU/panel stay turned on? if not, check the battery connections. Had that issue with one here, couldn't figure it out, ended up being a corroded out 12v wire in the battery box.
