You are simply expecting too much from the 6.2 in its stock form when you are running an overdrive plus oversized tires that also change the overall gear ratio.
33 inch tires + overdrive reduces your effective gear ratio to a 3.31 or close to it. With a stock 6.2 and gearing like that you can't...
Get a commercial hitch receiver and bolt it on. Run a pintle hook in the hitch.

Since your bed has been customized it would be far easier for you to find a good M101A2 and swap the bed than try and swap axles, because then you keep the surge brakes.
Get a new mechanic.
A head swap on a 6.2 is no more time intensive than a swap on a gas V8, and a helluva lot easier than re-engineering a whole system, and making custom manifolds.
Is your turbo and intake from a center mount turbo like the HMMWV and GM vans used or a truck style side mount?
The center mount intake needed for a HMMWV requires different heads as well, you can't bolt it to a NA engine without swapping them. The side mount setup won't fit in a HMMWV.
