On a stock CUCV you have to have an isolated ground alternator on the passenger side. From the factory GM install the same alternator on both sides.
If you need to get it running right now you can move the drivers side to the passenger side and install a regular alternator on the drives side...

Is this a former military M1009 Blazer or a civilian K5?
If it is military you need to feed the new relay from the 12v terminal block and not the 24v terminal block behind the rear battery.

Issues with the voltmeter relay and be a couple of things. First is the very bottom 24v fuse. Second is the resistor on the back of the meter goes bad.
From our experiences here the capacitor is not required and also causes horn issues. Just remove it.
From your tests it sounds like the horn itself has died.
