All glowplug relays are not the same. They may look alike but can function differently.
The way the CUCVs are wired the Glowplug relay has to be an isolated ground unit.
Yes the sector valve rebuild is an easy fix. What happens is that the o-rings dry out and allow air into the system.

Cucvrus is correct. The motor mounts are known to wear out on the passenger side and allowing that side of the engine to drop. The fuel line will rub on the cross member causing the hole.
The thermostat cross over sensor is not stock to the CUCV. It is stock on the HMMWV.
The TM 9-2320-289-20P and TM 9-2320-289-34P have all of the sending units listed (you do have to page thru them).

As cpf240 said the black (not the white) wire is a ground. You will not get a voltage reading from it. You can however see if it is providing a ground path. Energize the relay and use an ohm meter on the black (not the white) wire and a ground to see if the ohms...

Connect terminal 30 to the 24v hot terminal in the fuse box.
Connect terminal 86 to one of the 12v switched terminals in the fuse box

The voltmeter 24v wire is hot all the time. It is the ground wire that is switched with the relay.
That is why when you remove the dash panel you should disconnect the batteries or remove the 24v fuse.
No 24v switched sources in the fusebox. Only continuous. He should be able to use one of the switched 12v to run a relay for the 24v
