Your one wheel off the ground is still connected the the rear axle and wheels thru the intermediate driveshaft. Like stated above you must either remove the axle shaft, or jack up both wheels on the same axle or both axles on the same side of the truck. Or remove the inter. driveshaft.

For the OP. If you try to fight this, I would make them define "other similar vehicles". Thats a pretty broad statement. After they define that, then go around the neighbor hood and find more violators.
Hmmm. We, (Jonh Q. Public) can buy these and drive them around but we cant buy a HMMWV because it wasn't designed to hi-way standards and might just up and flipover on you.

*edit* I just went out and measured a wheel on my m818 (I know, not a 900 but they use the same wheels) The hub hole measured 8.75. As for semi wheels, I dont have ready access to one.
