You should be able to install the bulkhead fitting on an 803 without any issue, in the machine. If the tank opening is off center at all, you could just loosen the hold down bracket on the top of the tank and bump it slightly from the backside (or pull it forward), but Ive never had an issue...
I would think that for the duty cycle of a typical MEP, so long as you have a properly functioning thermostat... even if its oversized for the LPW2, the system should still perform properly. It will just more efficiently cool the LPW2.
802 and 803 are specified with the same radiator, so if it works for one it should work for the other. I've been in talks with a few OEM manufacturers to get drop in replacements made, but the price points are about where you were quoted for a refurb.

If it didnt shut down from coolant overtemp or was smoking and making noise, you should be fine. The drain valves on these don't drain out all that quickly. Just make sure you top the system off till it wont take any more, then run for a bit, and top off again. The blocks can sometimes be air...

Ive had good luck using a nut runner on my screw gun, and hold the canister body up and tight until the bolt seats, then just finish with a socket wrench. The twisting of the can body can sometimes distort the gasket.
Have you confirmed the petcock valve on the engine block (follow that drip line up to the front of the engine with your hand, below the water pump) is fully closed?
I know this is an older post (bumped for the Fernco info) but hoses are available in the classifieds readily. Or at least till the batch I ran runs out, doubtful I will run again.

You will want to check the sealing edge of the filter canister too.. if it has any burs, distortions, or tweaks of any kind... its never going to seal right again. Ask me how I know. Do you have the internal spring, and sealing washers in place on the bolt as well?

I don't know if you ever changed out the stock seperator or not, but if you haven't... your life will be easier with the roof panels off (as you need to remove the side panel near it, to get good access to use a chain wrench to remove the bastard).

Take the roof panel off above the engine. You see the hard fuel line that goes from the fuel fitler bowl, to the metering pumps near the pushrod tubes? At the left hand end of that, is the soft 'fuel return' line. You probably have a leak in this line, either at one of the Ts at the injectors...
