that has NOTHING to do with the resistor bank (color of the relay) . The bank drops the volts of both batteries down to 12 ish when the glow plugs are powered (takes power from both batteries)
If the bank goes bad all you have to do is move the power wire to a 12 source and your good to roll...
The switches do have contact points in them.. take the switch apart and clean them just like you would points in a old junker POS car. A points file does work great. I have done this a few times to Light switches and the Turn signal leaver thingie

1000's of members use that same filter you just installed and have had no problems.
There is no way that, that filter restricts fuel flow.
Like DH stated did you replace the other filter?
You have a issue but its not the filters you just replaced.
lol a winch is not worth 6k.... Have you seen the prices dropping on GL? you can score a almost perfect M900 for under 6K now.
I am sorry to tell you the bottom is falling out on some trucks.
