6.2 production stopped in the early 90's. There was still a need for engines meeting the 6.2 specs for HMMWV's, and it was far cheaper and easier to just turn the fuel down on 6.5's that were in production than keep two lines open.
The military was rebuilding 6.2's as well up until a few years...
All the detuned part means is that the fuel rate on the injection pump was turned down so that the 6.5 had the same output as a 6.2 when put in a truck that had a 6.2 originally.
You may not have a title, but I doubt the government would lay any claim to it now.

Do yourself a favor and plan to tow it.
Driving a truck away is a crapshoot, at best. You don't have a title or tag so it isn't legal to be on the road, you don't have any clue what kind of shape it is in, and you know it has been sitting for months with zero maintenance and lots of chances...
I was talking to a buddy of mine today about putting my welder on a trailer. Ideally I want a pioneer trailer for it, but I haven't had any luck finding one lately.
He came up with the idea of flipping a second M101 trailer body over and putting it on the top of the first one, like a camper...
